Abstract


AZERBAIJAN AND NATO RELATIONSHIPS WITHIN THE PROGRAM OF PARTNERSHIP FOR PEACE
The Program of Partnership for Peace (PfP) letting partner countries from Caucasus, Central Asia and Eastern Europe gang with NATO on an individual basis, on the issues related to military and defense was started in 1994. However, Euro-Atlantic Partnership Council, a consultative and multilateral forum between NATO and partners, was founded in 1997, and it congregates 22 partner countries with its 28 members of NATO. Imparting a tangible attribute to the cooperation by made which is within the framework of the EAPC and PfP, As a result of the work carried out within the alliance was formed some new mechanisms with the aim of better responds to improving the quality of cooperation, new needs consist which in the context of especially the fight against terrorism and NATO operations. Early contacts between Azerbaijan and NATO started on March 1992 when Azerbaijan participated in observer forum (North Atlantic Partnership Foundation--Euro-Atlantic Partnership Council since 1997) which is newly created by some Central and Eastern Europe countries. The basis of important community between Republic of Azerbaijan and NATO is started with signing of the document of Partnership for Peace in May 4th 1994. Azerbaijan takes advantage of relative partnership mechanism of NATO actively so that objectives and principles will be accomplished. The objectives and principles of individual partnership between Azerbaijan and NATO are in the Partnership Document for peace of Azerbaijan (1996), the process of Planning and Analysis (1997), and Operation Plan for Individual Partnership (2004). In these documents, Republic of Azerbaijan intends to cooperation in the areas of improvement of defense and security sectors, developing the armed forces according to standards of NATO properly, participating NATO operations, ensuring energy security, preparation for state of emergency, possible struggle with safety hazard, environmental protection and public diplomacy.
