Abstract


TRANSBOUNDARY WATERS IN TURKISH FOREIGN POLICY : SYRIAN CASE
In the regions where water resources are limited such as the Middle East, the use of transboundary waters directly affects the relations between the riparian countries. The Hatay problem, cold war period, Adana Agreement, the U.S. intervention in Iraq, and the Arab Spring affecting Syria after March 2011 are important milestones in Turkey-Syria relations. While the use of transboundary waters affects Turkey-Syria relations that are riparian to each other in Euphrates-Tigris basin and Orontes basin, it is also directly affected by the changing balances of the Middle East and its effects on these two countries. While the water resources that carry an important role in the relations between the two countries might lead to conflict in certain periods, it might also serve as an instrument for cooperation in some periods. Turkey, which always considers cooperation as a solution for transboundary water policies, adopted cooperation as the main goal in its relations with Syria as well
